Running Water, fresh or spring water is more sanitary than standing water for washing. There is a reference to washing clothes and one's body in fresh water in Leviticus 15:13.

Helping Communicable Illness Contacts

To "prevent" new cases of diseases such as leprosy or to "contain" communicable diseases such as tuberculosis or avian flu, health care providers want to help people who were or could be in contact with "index cases (the first key sick people)" or "spreaders". This is how SARS was kept from spreading worldwide.
